The Court of Auditors conducted the performance audit for the year 2009 of the Stabilization fund money, provided in the State Budget for the implementation of the capital functions pursuant to the Law "On the Capital of Ukraine City-Hero Kyiv." In particular, it was investigated that the Cabinet of Ministers and Kyiv City State Administration continues implementation of the capital functions under the condition of lack of the state policy regarding the peculiarities of Kyiv functioning as a capital of Ukraine, in particular it concerned public utility services, engineering, transport and social-cultural problems of the city.
The experts are convinced that passivity of KCSA regarding the cooperation with the Cabinet of Ministers and Ministry on Finance of Ukraine caused its removal from the process of state budget expenses planning and funds direction for the implementation of the functions of the capital of Ukraine.
The experts briefed that the mentioned above facts had a negative influence on the implementation of the State Purpose Program on Preparation and conduction in Ukraine of the Final Part of Football Euro Championship (Euro-2012).
In the result of the discussion, the Committee passed the decision that upholds the proposition of the Court of Auditors of Ukraine on the necessity "of finance provision of the capital functions that are conducted by the local self-government bodies in Kyiv city, in the form of the separate subventions from the State Budget of Ukraine and attributing them to protection of the budget items." Pursuant to the Committee decision, the Cabinet of Ministers is recommended to scrutinize with the participation of KCSA the issue on delimitation of the capital functions and functions on the provision of the city community activity in Kyiv city.
